  • Citizens of contracting states If you have compulsory health insurance in one of the states with which Croatia has concluded an agreement on social insurance that regulates the use of health care (Bosnia and Herzegovina, Montenegro, Serbia, Macedonia and Turkey), health care during your stay in Croatia will be exercised in the same way as insured persons in Croatia, but within the scope of the contract and at the expense of your competent health insurance holder.If you are a citizen of one of the above-mentioned countries, but you have the status of compulsory health insurance in the Croatian Health Insurance Fund (HZZO), you will be provided with health care in accordance with Croatian legislation. Citizens of non-contracting states If you come from a country with which Croatia has not signed an interstate contract (not a member of the European Union), in order to be able to exercise the rights from compulsory health insurance in Croatia you should obtain regulated proper status of the insured person of the Croatian Health Insurance Fund.

The following persons are obliged to apply for compulsory health insurance:

  • Foreigners with approved permanent residence in the Republic of Croatia,
  • Foreigners with temporary residence in Croatia, unless otherwise specified by an international agreement or special law, and
  • Foreigners with approved temporary residence, on the basis of employment with an employer based in Croatia, or on the basis of economic or professional activity if the conditions under special regulations regulating the issue of residence and work of foreigners in Croatia are fulfilled and if the international agreement does not specify otherwise.

Foreigners with approved permanent residence obtain their compulsory insurance based on one of insurance grounds established by the Compulsory Health Insurance Act.

Foreigners with temporary residence in Croatia, regardless of the purpose of their temporary residence permit, whose right to compulsory health insurance or health care is not insured on another basis, are obliged to obtain insurance by becoming payers of health insurance contributions.

Exceptions are foreigners who are temporary residents in Croatia for the purpose of secondary education and study, who have evidence of health risk insurance, and foreigners who come under the Youth Mobility Programme, student exchange contracts and other similar programmes, if their health insurance is covered by the said programmes.

Yes. Since such persons come from states with which Croatia has not concluded an interstate contract, and since they work in Croatia, their employer is obliged to apply for their compulsory health insurance in the Croatian Health Insurance Fund. After the application has been made, they are entitled to all rights from compulsory health insurance based on employment in Croatia.

The application can be submitted in any regional office or branch office of the Croatian Health Insurance Fund within 8 days of the occurrence of the circumstances which are the basis for the application.

  • Form T1 (insured person’s application-cancellation-change)
  • Form T2 (insured person’s application-cancellation-change, for the insured person – family member)
